After a number there is no plural either: eki kitap, on bes adam, zhüz siyr. The same holds after köp, biraz and birneşe: köp adam, never köp adamdar.
A general statement needs no tail: Qazaqstanda murazhai köp, there are many museums in Kazakhstan. The -lar tail goes on only when the things are concrete and known: kitaptardy üstelge qoi, put the books on the table.
The trap: kelissöz bastaldy, not bastaldylar. The number pulls the verb along with it, so negotiations began comes out as negotiation began.
