English blurs must, have to and should across context. Serbian splits that ground between four verbs, each with its own job.

Morati is obligation from outside: Moram da platim račun. Trebati is softer, and usually impersonal: Treba da idemo, Treba mi soba. Moći is ability and permission: Mogu da dođem u pet, Može li jeftinije? Smeti is permission only: Ovde se sme pušiti.

All four prefer da plus the present to a to-form. A Belgrader says moram da radim, not "moram raditi".

And the trap that costs learners years: the negatives part ways. Ne moram means "I do not have to", never "I must not". A ban is ne smem: Ovde ne smeš da plivaš.
