Lagna: to seem, to attach, to turn out
One small verb does the work of three English ones. As "to seem" it lives with mujhe: mujhe lagta hai — it seems to me. As "to attach" it carries hunger and thirst: mujhe bhook lagi hai — hunger attached to me. For example: “مجھے اس کی کہانی سچی لگی” — It seems to me this matter is simple. A rule from the Urdu course: worked out on examples, not memorized as a wording.
How it works
One small verb does the work of three English ones. As "to seem" it lives with mujhe: mujhe lagta hai — it seems to me. As "to attach" it carries hunger and thirst: mujhe bhook lagi hai — hunger attached to me.
And as "to look like" it stands before an adjective: woh bohat khush lag rahi hai — she looks very happy. The continuous frame rides on top of lagna, as on any verb.
The difference you will hear every day: lagta hai. It seems (my guess). lag raha hai — it is seeming right now (what my eyes say). Both pass through "me"; neither makes the speaker the subject.

How the rule settles in your head
A rule is not memorized from an explanation. It is memorized from an attempt to use it and a mistake — that is why the app delivers it mixed in with words, not as a separate lesson: it resurfaces exactly where you forgot it.
