The first goes through se. The verb takes the 'he' form, se stands beside it, and the thing acted on becomes the subject. Vloga se odda na upravni enoti — the application is filed at the office.
The second is biti plus a form in -n or -t: Vloga je bila zavrnjena — the application was refused. It follows gender and number: sprejet, sprejeta, sprejeti. You use it when the result matters: Zadeva je zaključena.
The difference is in meaning. Se describes the way things are done: Tu se ne kadi. The -n form describes what happened: Prošnja je bila oddana. Slovenian dislikes naming the doer, so the sentence gets turned round.
