The tail is one, but it wears different faces. After a consonant a linking vowel steps in: arzan becomes arzanyraq, zeñil becomes zeñilirek. After a vowel nothing is needed: zhaqsy becomes zhaqsyraq. Which linking vowel you get, harmony decides.
The usual mistake is saying köp arzan instead of arzanyraq. Comparison is not a word placed in front; it grows out of the word itself.
The top degree works the other way round. Put eñ before the word: eñ arzan, the cheapest. One word, no tails at all.
