The tail is one, but it has faces: after a consonant a linking vowel steps in — arzan → arzanyraq, zeñil → zeñilirek; after a vowel none is needed — zhaqsy → zhaqsy`raq. Which linking vowel it will be, harmony decides — the same one that chooses between üyde and qalada. English needs -er or "more" and still trips over "more better"; here one suffix never misfires.
The classic mistake is saying köp arzan instead of arzanyraq: the degree of comparison is not a separate word in front, it grows out of the word itself — exactly the way -er grows out of "cheap".
The superlative is built the other way round and is easy to remember: put eñ before the word — eñ arzan — the cheapest. One word, no tails at all.
